A Secular Muslim is someone who believes that the Creator was sufficient enough to set highly calculated Mathematical and Physical laws that organize Planets in Orbit but wasn’t sufficient enough to create laws that organizes the human society.

We know humans depend necessarily on the law of physics but not on any of the various religious laws.
the law of physics do not tell you how to live the good life. The Qur’an does.
Muslims follow the largest religion in the world like anybody else – consumerism. They go shopping, have bank accounts, and generally enjoy secular liberties.

I don’t think you can term that person who is secular as a “muslim” because that kind of thinking can throw one of out of the fold of Islam, the creator Allah knows what is best for his creation and saying the creator is inefficient at doing suc hand such is a form of kufr

As some caveat, you would have to know the person’s intent of why. Mainly do they believe Secular law is superior to the Shariah? If this was the case then it becomes kufr.
